CONSTITUTION
Of the
L3 GOLF CLUB
(Updated Feb 4, 2010)
I. PURPOSE
It
is the purpose of the L3 Golf Club to conduct amateur golf matches with the intention
of fostering a spirit of good fellowship and to recognize outstanding play
among its members.
II. MEMBERSHIP
A. FULL
CLUB MEMBERSHIP
Open to all L3, Greenville Division, Employees (active or
retired) and Resident customer/Government Organization Employees who are a
member of L3, Greenville Division, Employees Club. (Employees that have been terminated
are not eligible to participate.)
B. ASSOCIATE
MEMBERSHIP
Open to spouse or dependents of full members. Allows full privileges
except for service as and/or voting for Club Officers.
C. SPECIAL
MEMBERSHIP
A Non-L3
Greenville Division employee, retiree, or associate member. It is a person that has been recommended or
nominated to join the L3 Golf Club by a full or associate member. Recommendations and nominations shall be made
to the Golf Club Commissioner, Secretary/Treasurer, or Handicap
Recorder, for submission to the Competition Committee for approval. A special member will be able to play
tournaments at the discounted member tournament rate, if applicable, and will
be eligible for all prizes just as a Full Member.
D. DUES
Yearly Membership dues of $25.00 per Full or
Associate member. Yearly membership dues of
$50 per Special Member.
III. GOLF CLUB OFFICERS
A. GOLF
COMMISSIONER
1. Nominations
for GOLF COMMISSIONER shall be submitted to the current GOLF COMMISSIONER and
Board by November 1 of each election year.
2. The
GOLF COMMISSIONER shall be elected by the membership of the club.
3. The
GOLF COMMISSIONER shall poll the members by ballot and post the results of the
election by 15 December of that year, at which time the new GOLF COMMISSIONER
shall take office.
4. The
term for GOLF COMMISSIONER will be two years.
5. The
GOLF COMMISSIONER shall preside at all meetings of the Board of Directors.
6. The
GOLF COMMISSIONER shall represent the Golf Club in all dealings with the
Employees Club.
B. SECRETARY-TREASURER
1. Nominations
for SECRETARY-TREASURER shall be submitted to the current GOLF COMMISSIONER and
Board by November 1 of each election year.
2. The
SECRETARY-TREASURER shall be elected by the membership of the
club.
3. The
GOLF COMMISSIONER shall poll the members by ballot and post the results of the
election by 15 December of that year, at which time the new SECRETARY-TREASURER shall take office.
4. The
term for SECRETARY-TREASURER will be two years.
5. The
SECRETARY-TREASURER shall record the minutes at all meetings of
the Golf Club and Board of Directors.
6. The
SECRETARY-TREASURER shall present the Golf Club Quarterly
Report to the Employees Club as required.
C. HANDICAP
RECORDER
1. The GOLF COMMISSIONER shall appoint the
HANDICAP RECORDER.
2.
The HANDICAP
RECORDER shall record and maintain the scores and handicaps.
D. BOARD
OF DIRECTORS
1.The BOARD OF DIRECTORS shall consist of the following:
a) Commissioner
b) Secretary/treasurer
c) Previous commissioner
d)
Directors elected by the club members
2. The
BOARD OF DIRECTORS shall enforce the constitution, by-laws, and Playing Rules
as adopted for the current season.
3. They
shall have the authority to decide disputes, protests, or violations of Club
rules and shall have the right to discipline any member within the constitution
land by-laws.
E. COMPETITION
COMMITTEE
1. The
competition committee will consist of
a) Commissioner
b) Secretary/treasurer
c) Previous commissioner
d) Handicap recorder
e) Scramble Coordinator
f) An active member appointed by the
Commissioner
g) A retired member appointed by the
Commissioner
2. The
competition committee will establish the tournament schedule.
3. The
competition committee will establish the rules applying to tournaments.
IV. AMENDMENTS:
This
constitution may be amended or appealed in whole and/or part by a majority vote
of the current Board of Directors.
V. BY-LAWS
A. All competition shall be conducted under stroke play as
defined by the U.S.G.A. Rules and as
modified by Competition Committee.
B. A season of play shall consist of
all scheduled tournaments and playoffs within a calendar year.
C. To qualify for competitive play in
the association, a player must have established a handicap by one of the
following:
1. Have a handicap set during the previous season, which is
recognized by the Club.
2. Players
joining the current L3
Golf Club who did not participate in the year prior to this
current season, will be required to give their best estimate of their average
gross score and will be given a handicap by the competition committee.
D. When
a player fails to complete all holes scheduled, they will be disqualified from the
tournament.
E. For
handicap purposes, the maximum score allowed for any hole is as follows:
Triple Bogey shall be the maximum on any hole.
F. Maximum
handicap allowed will be 36 for men and 40 for women.
G. No
player is allowed to post more than a triple bogie on any hole.
H. In
case of any doubts by any player of his rights or procedures, he shall play out
the hole as provided by U.S.G.A. rule 11.5.
The dispute shall be submitted to the Competition Committee for
resolution. .
I. Each
player shall have his last name
on a scorecard for the tournament. The
scorecard will become official and no alteration may be made on the card after
the card is submitted to the Golf Commissioner.
When any dispute or protest is pending, it should be noted on the card
so that it is correct except for the hole(s) in question.
J. Prizes
1. All prizes
will be trophies, equipment, or purchase certificates for equipment.
2. The Golf
Commissioner and Secretary/Treasurer shall determine the prizes to be awarded.
3. At the
completion of Club Championship Tournament, a trophy will be awarded to the
player having the lowest gross cumulative score for the tourney.
4. At the completion of club championship tourney, Trophies for
first (1st) and second (2nd) places of each flight will be awarded. .
5. Prizes shall come from the Golf Club budget. .
K. Amendments
to the by-laws may be adopted upon a majority of the Board of Directors.
VI. RULES
All play will
be played under USGA rules except for the rules discussed below. Special course rules will be pointed out for
each individual tournament.
A. CHANGING
B. OUT-OF-BOUNDS - Play another
ball from a point not exceeding two (2) club lengths from the approximate point
where the original ball went out-of-bounds and add a one stroke penalty.
OR
May be played stroke and distance by playing
a provisional ball, if the original ball is questionable as to whether it is
out-of-bounds.
C. LOST BALL - A lost ball is a one
stroke penalty. Play another ball from
the approximate point where the original ball was lost and add a one-stroke penalty.
D. UNPLAYABLE LIE - Loss of one
stroke. Drop ball within two (2) club
lengths of the unplayable lie and no nearer the hole, or any distance behind
the point where the ball lay, keeping that point between you and the hole.
E. HITTING FLAGSTICK - When hitting
the flagstick with the ball while on the putting surface, a two stroke penalty is assessed and the
ball is played from where is stopped. No
penalty for hitting the flagstick while hitting from off of the putting
surface. A ball wedged between the pin
and the cup will be considered in the cup.
F. WATER HAZARD - If a ball lies or
is lost in a water hazard, another ball may be played with a one stroke penalty
from behind the water hazard or if the water hazard is a lateral water hazard,
play another ball with a one stroke penalty from a point within two (2) club
lengths from the point where the ball entered the lateral water hazard. A water hazard is any lake pond, creek,
ditch, or anything of similar nature. It
does not have to contain water.
G. ROADS - A free drop no nearer
the hole is allowed from any service road or vehicle tracks.
H. UNNATURAL HAZARDS - Ball may be
moved two (2) club lengths (no nearer the hole) away from unnatural hazards
such as greens keeper equipment, power holes, casual water, building, cart
paths, etc., without penalty for a ball in any fairway or rough. Outer
boundary fences are not
unnatural hazards and there is no relief.
I. BALL
J. TEE MARKERS - The specified tee
markers will be used in all tournaments.
Tee the ball within two (2) club lengths behind the markers. Violation penalty is one stroke.
K. GROUND CRACKS - Due to lack of
rain, ground cracks may exist and where a ball rests in a ground crack -
fairway or rough - the ball may be lifted out and dropped with no penalty. Should the ball be irretrievable in such a
crack no penalty is incurred when another ball is dropped-no nearer the hole.
L. IMPROVING LIE- Players may move their ball 6 inches with
their club -no nearer the hole. (FAIRWAY OR ROUGH)
M. PUTTING-Players are allowed to pick-up when the
ball is deemed with-in the leather. (Standard Length Putters)
N. FLAGSTICK-When
off the green, the flagstick may be in or out but not tended.
O.
INTERPRETATION OF RULES - The Competition Committee shall be the
final authority for any interpretation of the rules.
P.
SENIOR MEMBERS – Club Members 60 years of age or older have
the option of playing from the forward tees in club tournaments.
